I stopped by the Kayak Park in Ogden (Riverdale) today, and there were plenty of kayakers surfing the wave already.
The flow was @ 1100 cfs according to:

Apparently, the river is expected to reach @ 1400 this week.
Anyway, here's some video I shot while enjoying watching the kayaks do some tricks.
